Talmadge Magno of Hawaii County Civil Defense emphasized the importance of acting early rather than waiting until the last moment. With hurricane season running through November, Kiko is a powerful reminder of how quickly conditions can change — and why staying informed and prepared is the best defense against nature’s most unpredictable forces.
